Arrow is owned and managed by Professional Engineers who have the experience, technical and management skills to undertake jobs with a value of a few thousand to 2.0 million dollars – efficiently, with excellent quality, in a timely manner, and to budget.
We have 7 experienced foremen and 20 drivers, plant operators and labourers. Experienced office staff ensure support systems work efficiently.

Staff are continually trained in technical and management skills, health & safety, hazard control, quality control, communications and teamwork.
Mike Egan, Managing Director has 40+ years experience in civil construction. He has chaired on a number of committees on health and safety, quality and contracts administration. He develops and upgrades Arrow’s Health & Safety documents, quality plans and job programmes. He investigates all accidents and incidents and implements improvements in health & safety, quality control and environmental management. Mike is back- up to all management staff.
Mike’s qualifications are BE (Civil), and Chartered Engineer. He has training in temporary traffic management, health & safety, project management, quality systems, Microsoft project programming and general management. He has 1St Aid and SiteSafe training.
Ray Williams, General Manager has 25+ years civil construction experience. He has been Contracts Manager for construction of roads, carparks, retaining walls, pavements, streetscapes, stormwater drains, litter booms, park developments and other infrastructure developments through out the greater Auckland area. Ray is a skilled manager of projects, people and resources. He trains staff, allocates resources and achieves excellent project construction.
Ray’s qualifications are NZCE (Civil). He has training in Temporary Traffic Management, quality systems, health & safety, environmental management, project management, 1st Aid and SiteSafe.

Devlin Hill, Construction Supervisor has 25+ years of civil engineering construction experience. He coordinates and supervises staff and subcontractors; programmes work; organizes plant and materials; measuring completed work; communicating with all stakeholders; and achieving excellent projects competed on time to a high quality standard for the contracted price.
Devlin is qualified through experience. He has a SiteSafe Supervisor’s Gold Card and1st Aid certificate. He has been trained in temporary traffic management, heath & safety, environmental management, project management and people skills.
Haki Graham, Foreman has 20+ years of civil engineering construction experience. During the last 3 years he has undertaken projects including Otara Mini Vision Streetscape, St. Mary’s School Carpark upgrade, Oteha Valley School footpaths, Ramsgate Street Carpark, hard landscaping at Auckland University, and a wide variety of other projects.
Graham Edwards, Foreman has 20+ years of civil engineering construction experience. During the last 5 years, Graham has been foreman for projects including: the St. Luke’s Library Carpark, Road and Carpark upgrades at Unitec, Marist Primary School carparks & access road, Wattle Farm carpark, Old Papatoetoe Streetscape, Heard Park redevelopment, Parnell, and a wide variety of other work.
John Shine, Foreman, has 25+ years of civil engineering construction experience. During the last 5 years, John has been foreman for projects including: Kerb & channel jobs at Beachlands, road & carpark upgrade at Farm Cove, Pitt Avenue, Mangere park paths, carpark upgrades at Tamaki Intermediate School, St. Terese School & Marcellin College; roundabouts on East Coast Bays Road; the Ellerslie Town Square, Auckland City Council’s cycleways and a wide range of jobs involving drainage, pavements, kerb & Channel, vehicle crossings etc.
Wayne Bosley, Foreman has 20+ years of civil engineering construction experience. During the last 5years, Wayne has been foreman for projects including Wickman Way Intersection Improvements; St. Lukes Road Cycleway upgrade; Otara Lake Litter Booms, N. Lowe’s footpath and retaining walls; and a wide range of civil engineering construction jobs.
Eric Hart, Foreman has 30+ years of civil engineering construction experience. During the last 3 years Eric has been foreman for projects including: Otara Creek Litter booms, access lane off Botany Road for B.P Service Station; Carpark for MarkJohn Limited; Pavement Upgrades at the Waitakere City Council Baling Station; and a wide variety of asphaltic concrete pavements and jobs civil engineering construction.
Willy Rua, Foreman has 15+ years experience in civil engineering construction. He is our asphalt and chip seal foreman and has undertaken a wide range of pavement jobs.
Arrow employs approximately 20 truck drivers / plant operators / construction labourers - trained in health & safety and holders of SiteSafe passports.
